Citizen Assembly

One thousand citizens govern each polis.

The Citizen Assembly convenes by stratified sortition, deliberates budget and Tier-4 questions, tallies votes, and publishes aggregate decisions only.

Mandate

Each polis has a 1000-citizen Assembly responsible for budget decisions, Tier-4 votes, trustee veto override, and published aggregate outcomes.

Privacy boundary

Assembly public records include motion ids, aggregate vote counts, decision text, and 0 per-citizen rows. They do not publish names, addresses, contact details, citizen ids, or private votes.

Sortition source

Members are drawn from active citizens by age band, neighborhood band, residency years, gender aggregate, and format preference with a 5 percentage-point tolerance.
