Each draw publishes a verifiable random function proof, public seed hash, aggregate composition hash, body name, polis, and draw date.
Sortition
Public randomness, balanced citizen bodies.
Polis draws governance bodies with a VRF receipt and stratification constraints. Public records show aggregate composition only, never per-citizen rows.
Stratification
Draws target age, neighborhood, residency years, gender aggregate, and format preference within a 5 percentage-point tolerance before a receipt is accepted.
Aggregate-only publication
The public record shows composition bands and hashes. It does not publish citizen ids, names, addresses, contact details, or private Constellation fields.
