The draw is by lot. Algorithm involvement is limited to hard constraints (M13): accessibility, language, schedule, safety, and no-go rules.
FM-04 is algorithmic monoculture. Aleatory is the countermeasure: a small, bounded interruption of pattern.
After the room, citizens can reflect privately, but chance itself remains the format design.
Every format routes to the same institutional promise: no ads, no data sale, no pay-to-play matching, and no public status game.
